This verse alone, among others, proves that God uses the word "all" differently in His Word. Often times, "all" is only referenced to the believers.

"The Protestant Work Ethic and the Spirit of Capitalism" by a founder of sociology, Max Weber, is used to describe how the Calvinist theology of predestination causes Protestants and others to hate those they consider sinners & reprobates. Weber's book also describes the Calvinist justification of the unequal distribution of wealth in the world, as ordained by God.
Does the bible show us God knowing everything? No, it does not! There are a range of pointers in the bible to demonstrate that. Here a few are mentioned. This helps to remove a foundational false belief which supports the idea of unconditional predestiantion dogma which Augustine began.
