This is the theme of Ragnar in Civilization IV: Warlords. It's a great song, and its definitely one of the better tunes in the series.
I have included the second and third versions of this music from Civilization IV: Warlords in this video. However, I have excluded the first version, since it sounded like crap and didnt have a tune.
