This is how you get the fifth Yashichi, in the construction site (area 5). Climb until you see the building with the Metool on the front, and go to the level above. Walk to the right edge, fall off, and grapple as close to the edge as you can. Swing to the right and hopefully you will land on top of the cement block. Head right and it will be on top of the building.
