To access this tower, head to the stairs at the north east ish of town, talk to the guy (make a full circle around the higher level) and head back to South Town, talk to the spy lady and she'll give you the key to the tower.

Birmingham, England, GREAT BRITAIN - 1995 World Figure Skating Championships, Ladies' Short Program - Tanja Szewczenko of Germany fell out of her triple Lutz, causing her to delay doing the double toe-loop, which made her run out of room in the landing of the toe-loop. She would place out of the Top 5 because of this mistake, most likely caused by an injury she had to her left foot at the time.
